The pedagogical training program for students majoring in Primary Education built in the direction of approaching the learners’ goals and abilities is an important and indispensable part in the process of improving training quality of the Primary Education. The study conducted a survey on two groups of subjects, lecturers and students majoring in Primary Education at the School of Education, Vinh University, to evaluate the advantages and disadvantages of the current pedagogical training program; taking that as a practical basis to propose the measures to develop pedagogical training programs according to the implementation capacity approach. The obtained results reflect the advantages and difficulties in developing a pedagogical training program based on the implementation capacity approach for students majoring in Primary Education. At the same time, it is the basis for improving and developing pedagogical training programs for the primary school teachers in the future.
