Industrialization and modernization are urgent issues raised in many Communist Party congresses. To achieve this goal, the development of road traffic infrastructure is focused on. The research is conducted to analyze and evaluate the state management of state budget investment in road traffic infrastructure in the Red River Delta in the period 2012 - 2021, especially in the investment delay problem. The data collected in the study are opinions of individuals belonging to state management agencies, investors, contractors and consultants. Factors affecting include External environment, Government legal policy, the Capacity of investors, the Capacity of contractors and the Capacity of consultors.
