Ruling party is a concept of political science, used to refer to a political party representing the class that holds power and leads the government to organize and manage the country and protect the interests of the ruling class. The party has real leadership power to decide on policies and methods of operation in the name of state power and strength. The article discusses the one - party political system in Vietnam from a historical and comparative perspective.
