2025 is the first year when students who fully follow the 2018 Chemistry General Education Program participate in the high school graduation exam. The questions in the exam from 2025 aim to assess the level of achievement of the subject requirements. This study focuses on analyzing the structure of the illustrative exam question items, characteristics of question formats in the exam, requirements to be met in teaching chemistry topics, thereby proposing a 5 step process for developing question items to assess chemical competency. This process is illustrated through the designing of question items to assess students' chemical competence in teaching the topic “Chemical reaction rates” (Chemistry 10). The research results serve as a reference for students, teachers and chemistry pedagogical majors in implementing the general education curriculum in Chemistry for grade 10 and preparing for the high school graduation exam from 2025.
