Developing digital infrastructure, promoting the application of digital technology in university administration is currently a problem for universities associated with the trend of digital transformation in education and training, towards building a smart university. Vinh University, with more than 1,000 employees, annually pays more than 2,500 travel permits in many different fields of work. The process of manual granting and approval is a waste of time and resources, which has posed the problem of applying digital technology in online paper management to ensure effective university administration.
