Summary In the process of innovation and international integration, building and developing human resource is one of the top requirements to ensure the stable economic growth in localities as well as social security for people. The article presents a number of theoretical issues on human resources, human resource development and requirements on human resource development to promote the growth of localities. Based on data on the current situation of human resources in Nghe An province, the article points out the advantages, difficulties, challenges of human resources in Nghe An province and their causes. Nghe An province needs to implement a number of synchronous solutions to improve human resources so as to promote the development of the province in the upcoming time.
