Building and using capability framework in developing teachers working in school consultation in primary school

The school counseling competency framework is a tool for the development activities of teachers working as school counselors at primary schools, which is extremely necessary in the current school context in Vietnam. Currently, there is no official title for the workforce that specialized in school psychology counseling. The article proposes a framework of school counseling competency of primary school teachers with 5 components assessed at level 1, 2, 3 including: 1/ The primary teacher's cognitive capacity for school psychology counseling activities. 2/ Ability to learn psycho - physiological characteristics of primary school students and the difficulties of primary school students in school life. 3/ Ability to develop a school psychology counseling plan for primary school students. 4/ Ability to design, select, and implement school psychology counseling plan for primary school students. 5/ Capacity to coordinate family and community in school psychology counseling for primary school students. The competency framework can be used to improve the quality of teachers working as school counselors at primary schools.
