Education and training reform in Vietnam has been placing increasing demands on the training and retraining of primary school teachers. In particular, improving the capacity of program development for teachers in the direction of developing the quality and capacity of students is an urgent requirement, deciding the implementation of the goals of the general education program. From the reality of the program development of teachers at some primary schools in Ho Chi Minh City, we propose measures to improve the capacity of Vietnamese language curriculum development for primary school teachers. in the current context of reforming general education.
