The state decentralization process is not an independent process of the socialist legal state in Vietnam. Recently, the issue of state decentralization regarding officials and civil servants at the local level has not fully complied with the legal provisions on personnel management, resulting in a situation where officials and civil servants do not possess the required qualifications, competence, and experience to fulfill their positions.
