This research aims to explore the factors affecting the management of Thanh Hoa provincial government for marine tourism. From existing studies, the authors have proposed the initial preliminary scale and used the expert interview method to adjust and complete the official scales. Based on primary data collected from 256 state managers and business managers of marine tourism enterprises in Thanh Hoa province, the authors have conducted Cronbach's alpha analysis, exploratory factor analysis (EFA) and linear regression to discover the factors affecting the management of the provincial government for marine tourism, including: The local socio-economic environment; The State's mechanisms and policies, level of administrative procedure reform; The civil servants managing sea tourism; Awareness of people and businesses; Technical facilities for management.
