Speaking skills are an important part of the curriculum in language teaching, and this makes them an important object of assessment as well. However, speaking assessment is not an easy task and most of Vietnamese in-service high school teachers, especially the ones in remote areas are facing many difficulties in designing speaking tests and building suitable speaking rating scales for their schools. This study will describe the current practices of assessing speaking skills in high schools in 5 provinces in Vietnam, including Nam Dinh, Thanh Hoa, Nghe An, Ha Tinh and Quang Binh, and also provide a range of suggestions for an improvement, starting with a process to change the perceptions of teachers, students and policy makers towards classroom assessment followed by practical actions.
