Te Government of Vietnam is determined to develop a social security system that is
appropriate for a middle-income country and with international standards, to beter ensure basic
human rights. To provide people with minimal access to basic social services (health, education,
housing, clean water, information), step by step contribute to increase income, ensure a safe life,
equality and happiness of the people. Te paper aims to introduce general issues of social security,
achievements, shortcomings of current social security policies and policy directions for the period
from now to 2025.
