SWEDISH MODELS OF SOCIAL SECURITY AND SUGGESTIONS OF SOCIAL SECURITY POLICY AND LAW PLANNING IN VIETNAM

Abstract: The policy and law on social security, notably social security and unemployment insurances, play an important role for businesses and workers in the COVID-19 pandemic context. Swedish models of social security are considered advanced models with relevant achievements in assuring people’s welfare. This model provides people with universal subsidies based on income redistribution regardless of their contribution levels. Sweden also has similarities with Vietnam in terms of the mixture of economic property regimes and the uniformity of the state apparatus. Swedish models of social security would suggest Vietnam some policies such as maintaining the social security legal system based on the principle of equality in contributions and benefits among workers, diversifying social security forms, expanding affiliates, and prioritising job creation through market economy management which is regulated and devolved to local governments in terms of the decision on contribution and benefit levels, etc.
