Cultural diplomacy is one of the three pillars of modern Vietnamese diplomacy the spiritual foundation of foreign affairs, strengthening political and economic relations. 13th Party Congress determined: “Continue to promote the pioneering role of foreign affairs in creating and maintaining the environment peace, stability, mobilizing external resources to develop the country, improve position and prestige of the country. Building a comprehensive and modern diplomacy with three pillars: party diplomacy and diplomacy State and people's diplomacy”1 . In that spirit, cultural diplomacy continues to promote the role of "power". soft power", along with political and economic diplomacy, contribute to Vietnam's strength in the new period.
