On the basis of the introduction and analysis of a number of concepts: public service, public service ethics, civil service ethical standards, education of civil service ethical standards, cadres and civil servants; The author points out the basic civil service ethical standards and the role of public service ethics standards in public service activities. From the serious deviation of public service ethics in recent years in a part of Vietnamese cadres and civil servants; The author focuses on clarifying the subjective reasons from the cadres and civil servants. From there, the author proposes the main content of civil service ethics education to contribute to overcoming the deviation of public moral standards.
